Applications are officially open for the 2026–2028 Mundus MAPP cohort, one of the most prestigious Erasmus Mundus Joint Master’s (EMJM) programs in Public Policy, funded by the Erasmus+ initiative of the European Union. This fully funded scholarship is delivered by a top consortium of institutions:
- Central European University (CEU)
- Institut Barcelona d’Estudis Internacionals (IBEI)
- International Institute of Social Studies (ISS), The Hague
- University of York
The Mundus MAPP program is a unique two-year Master’s in Public Policy that combines rigorous academic training with hands-on experience, preparing graduates for impactful careers in government, international organizations, NGOs, think tanks, academia, and the private sector.
Available Subjects & Specializations
The program allows students to study at two different universities within the consortium, based on their chosen track:
- Global Public Policy (CEU–IBEI track)
- European Public Policy (CEU–York track)
- Political Economy and Development (ISS–IBEI track)
- Governance and Development (ISS–York track)
This structure offers students a multidisciplinary, international perspective while gaining expertise in global, European, and development-oriented policy issues.

Benefits of Erasmus Mundus MAPP Scholarship
Selected students receive one of the most generous EU-funded scholarships, covering nearly all expenses:
- Monthly stipend: €1,400 for 24 months (up to €33,600)
- Full tuition fee waiver
- Comprehensive health insurance (study duration + extra coverage pre/post studies)
- Special support for students with disabilities
Additional Institutional Scholarships are also available:
One per track, offering a 50% tuition fee waiver for both years (no stipend).
Note: Students must cover some program-related costs:
- Study visits (€600–€1000) in Year 1
- Winter School (€600–€1000) in Year 2
- Travel and visa expenses between consortium countries

Eligibility Criteria
Applicants must:
Hold a strong academic background (Bachelor’s or equivalent, preferably in social sciences, economics, law, or related fields).
Meet English language proficiency requirements (TOEFL, IELTS, or equivalent).
Demonstrate strong motivation for public policy research and practice.
Application Procedure
Deadlines:
- December 10, 2025 → Scholarship applicants & early self-funded applicants
- April 15, 2026 → Non-EU/EEA self-funded applicants (no financial aid)
- July 1, 2026 → EU/EEA self-funded applicants (no financial aid)
Results for EMJM scholarships will be released by April 14, 2026, with appeals possible until April 20, 2026.
