Hungary Government Bilateral State Scholarships 2026 (Fully Funded)

Bilateral state scholarships are founded on scientific and educational cooperation agreements established between two countries’ governments. In line with this, Hungary provides scholarships to international students, researchers, and lecturers in higher education and scientific or art institutions.

Each participating country has a national scholarship office responsible for nominating outgoing scholars and managing the application process for incoming applicants. In Hungary, this function is carried out by Tempus Public Foundation, an organization under the Ministry of Culture and Innovation.

Scholarship Application Methods:

Nomination by Home Country: Applicants submit their applications to their national scholarship office. These offices evaluate the applications based on various criteria and compile a list of nominated scholars. Additionally, applicants must submit their applications via Tempus Public Foundation’s online system. Tempus Public Foundation receives the list of nominated scholars from its foreign partner offices.

Individual Application: Applicants not nominated by their home country can directly apply through Tempus Public Foundation’s online system.

In both cases, applications undergo a formal eligibility check by the Hungarian side, followed by a professional assessment by Tempus Public Foundation’s external experts. Applicants and national offices (for country-nominated scholars) receive email notification of the acceptance or rejection. Tempus Public Foundation provides additional information to facilitate the scholars’ stay in Hungary.

Available Scholarship Types:

• Bachelor, Master, or Doctoral semester/partial studies (3-10 months)
• Full degree Bachelor, Master, or Doctoral studies (36/24/36 months respectively)
• Short or long-term study visits (3 days – 6 months)
• Summer courses (2-4 weeks)

National Scholarship Offices: For detailed information on scholarships, applicants are encouraged to contact their local scholarship office, which is typically part of or associated with the national ministry of Education.

Financial Provisions: Accepted applicants are entitled to tuition-free courses and receive a stipend, which may include additional benefits such as an accommodation contribution, depending on the scholarship type. The stipend is paid by either the receiving institution, Tempus Public Foundation, or the sending country, depending on the scholarship arrangement.
