Romanian Government Ministry of Foreign Affairs Scholarships (Fully Funded)

The Romanian Government Scholarships 2026–2027 are now open for applications, offering fully funded study opportunities for international students from non-EU countries. These prestigious scholarships support Undergraduate, Master’s, and PhD programs at accredited Romanian universities.

Funded by the Government of Romania through the Ministry of Foreign Affairs (MFA), this program promotes global education, cultural exchange, and academic excellence. Selected students receive full tuition coverage, free accommodation (subject to availability), and a monthly stipend of up to €80.

These scholarships are highly competitive and aimed at candidates with strong academic records—a minimum average grade of 7/10 or “Good” according to Romanian evaluation standards.

About Romania Government Scholarships

Each year, dozens of students from around the world receive full financial support to pursue higher education in Romania. The program encourages international students to explore Romania’s rich culture, language, and academic heritage.

Applicants may choose from many academic fields except Medicine, Dental Medicine, and Pharmacy.
For Bachelor’s and Master’s degrees, programs are offered only in Romanian, and students who do not speak Romanian will receive a preparatory language year. At the PhD level, programs may be taught in English or other approved foreign languages.

Eligibility Criteria

To qualify, applicants must:

  • Come from a non-EU country
  • Hold valid documents from accredited institutions
  • Meet the minimum academic requirement of 7/10
  • Apply before the official deadline
  • Be under 35 years for Bachelor & Master; under 45 years for PhD
  • Not already be receiving another Romanian scholarship
  • Submit a complete application file according to the requirements

Step 1: Fill Out the Online Application

Complete every section of the official online form fully and accurately.

Step 2: Upload Required Documents

Submit clear scanned PDFs of:

  • Diplomas and translations
  • Academic transcripts
  • Birth certificate
  • Passport / national ID
  • Curriculum Vitae (EN/FR)
  • PhD applicants: Letter of Intent

Step 3: Upload Additional Documents (If Applicable)
